Tim Flynn, LHG, CGWP

Tim Flynn is Principal Hydrogeologist and President of Aspect Consulting with over 36 years of experience in watershed planning, groundwater resource development, and water rights. He has worked on a wide range of water resources and water rights projects throughout Washington State, many involving coordination with diverse stakeholders and Washington Department of Ecology staff on technical and policy related issues. As a recognized expert on Washington water rights issues and water banking, Tim has extensive experience with water right acquisition and transfer, often involving developing mitigation strategies and use of the State’s Water Right Trust Program (Trust Program). He also has expertise in the evaluation and implementation of aquifer storage and recovery (ASR) and managed aquifer recharge (MAR) projects, including design and implementation of drilling and aquifer testing field programs, and regulatory (water right/reservoir) permitting in the Western US.
